FOREIGN PRIORITIES OF TURKMENISTAN IN ARTICLES OF SCIENTIFIC AND PRACTICAL MAGAZINE

New issue of quarterly scientific and practical magazine Foreign Policy and Diplomacy of Turkmenistan, which is published by the Foreign Ministry for introduction of priorities of the state development and key vectors of foreign strategy of our country to the public, has been released.

Commitment of independent neutral Turkmenistan to constructive international dialog for peace, global security and sustainable development has received another confirmation in the speech of President Gurbanguly Berdimuhamedov at high-level video conference session of the Non-alignment movement on May 4 this year, which has become some kind of prologue in selection of articles of this issue of the magazine.

Trying to implement its creative potential for common benefit, our country actively cooperates with competent organizations and structures making significant contribution to strengthening off fruitful partnership in development of balanced solution of current modern problems.

One of the problems, in particular consolidation of efforts in combating of COVID-19 pandemic, which is very serious challenge for the world community, has become the main subject of agenda of the above-mentioned of multilateral forum.

Turkmen leader has proposed number of important initiatives, having noted significance of development and adoption of the programme document within the organization, which would include the main principles of consolidated activity of state members in combating against epidemics. The proposal of the Head of Turkmenistan Gurbanguly Berdimuhamedov to involve mechanism of scientific diplomacy and to establish International Scientific Medical Council has drawn significant response.

At the same time, it was highlighted that provision of peace and security is a crucial prerequisite for achievement of all set objectives and comprehensive recovery of current global crisis.

Having reminded that the UN General Assembly has unanimously adopted the Resolution on declaration of 2021 as International Year of Peace and Trust by initiative of Turkmenistan, the Head of the State addressed the countries of the Non-alignment Movement with an urge to support actively to achievement of goals laid out in the text of the document and to make their contribution to constructive development of the processes on the planet.

Separate section is dedicated to international political activity of the President of the country in second quarter of the year. Participation of the Head of Turkmenistan in video summit of the Council of Turkic Speaking Countries on April 10 was one important events. The agenda of multilateral meeting included subjects of further development of cooperation in health protection sphere and solution of problems caused by COVID-19.

It was highlighted that being a responsible member of the world community, our country established close contacts with the United Nations Organization, its specialized agencies and authorities, especially with the World Health Organization, from the first days of global threat. The country has carried out timely work aimed at prevention of spread of new infection; entire system of health protection has been rapidly mobilized to take preventive measures.

Realizing seriousness of the situation in the world, Turkmenistan thinks that provision of stability and sustainability of trade and economic relations, transport communication between the states of the region is required in current situation.

Targeted work is carried in close cooperation with its traditional partners, especially with neighbouring countries, for protection of reliable supplies and transit of cargo, normal operation of transport corridors in East – West and North – South directions.

During the telephone conversation with the United Nations Secretary General Antonio Guterres, President Gurbanguly Berdimuhamedov proposed to review the opportunity of establishment of legal mechanisms for provision of stable operation of international transport and transit corridors in emergency situations.

Turkmen leader has also spoken of the relevance of starting multilateral dialog on these problems under the UN with participation of all state members, specialized international structures, world financial institutions and other interested parties. Resolution or some other document of the UN General Assembly on transport communications in crisis conditions could become the outcome of this work.

Telephone conversations of Turkmen leaders with the heads of Russia, Uzbekistan, Iran, Afghanistan and Turkey in the last months have been comprehensively covered on the pages of popular magazine.

Recent bilateral talks have proven high international status of neutral Turkmenistan and support of its efforts in strengthening of friendly neighbouring relations between the countries and peoples as well as in establishment of multidimensional dialog in solution of the utmost objectives of the global agenda.

Traditionally, special place in the magazine was given to articles of famous foreign politicians, prominent scientific and public figures, diplomats and businessmen about achievements of modern Turkmenistan and perspectives of intensification of traditional relations.

Thus, publication, in which Chief Executive Direction of ITOCHU Corporation, President of Machinery Company Hiroyuki Tsubai, which chairs Turkmen – Japanese Economic Committee from Japanese side, shares his opinion on opportunity of expansion of interstate cooperation in number of priority directions, will present interest for the readers.

Deputy Director of Diplomatic Academy of Azerbaijan Fariz Ismailzade has noted important role of Turkmenistan under its neutral status, which is successful platform for international discussion, meetings and initiatives. In the interview, the scientist noted that high level of established bilateral friendly neighbouring relations makes favourable conditions for further development of strategic partnership, which is built taking into consideration mutual interests.

This year was marked with the 75th anniversary of the United Nations Organization, which system gives special role to the UN Development Programme, the leading technical agency in realization of 2030 Global Agenda and Sustainable Development Goals.

Acting Permanent Representatives of the UN in Turkmenistan Natia Natzvlishvili has noted the UN Development Programme is a reliable partner of our country for more than 20 years. More than 30 projects to total amount exceeding 45 million US dollars have been accomplished in the last five years. This is visual evidence of efficiency of long-term beneficial cooperation, which the sides are willing to enhance for achievement of common goals.

In this case, it is worth to remind that unanimous election of our country as the Vice-chairman of the 75th session of the United Nations General Assembly is a bright evidence of high international authority of sovereign Turkmenistan and efficiency of its foreign course. This good news have come from the UN Headquarter in New York on June 29, 2020.

Turkmenistan has been elected to this post for the sixth times and the fact that this event has occurred this anniversary year, which is also marked by the 25th anniversary of neutral status of our country, raise special pride.

Fruitful cooperation of our country with international organizations in such important sphere as provision of global energy security was among current themes highlighted on the pages of the magazine.
